DTR Radio Listening Clubs: Evaluation purpose and methodologySummaryEvaluation purpose and methodology The aim of this evaluation was to assess the development impact of the project – for the club members, their communities, and at national level. It also sought to find out whether the clubs and their communities were keen for the project to continue. Implementation issues were not considered except insofar as they had a bearing on the evaluation – for instance, patchy record-keeping meant that transcripts of broadcast programmes were not available to be analysed for what they could reveal about the range of discussions and the developing skills of the club members in speaking and arguing. Despite efforts by the Panos programme officer responsible for organising the evaluation mission, it was only possible to contact and interview one of the service-providers, and none of the politicians, who had responded to the clubs' discussions in radio programmes. This seemed not to be because they were unwilling but simply that they were unavailable.
