Summary

This document discusses social investment, with a focus on technology in developing societies, the impact of ICTs on rural economies and societies, and the use of ICTs in different social sectors. While attending closely to questions about the viability of commercial ICT projects, the author suggests that social investment in rural as well as urban ICT projects could prove to be one of the most effective means of driving change: (i) socially, by ensuring equal access for disprivileged groups, (ii) economically, by creating new kinds of work and financial transactions, and (iii) politically, by improving the quality, speed, and sensitivity of the state apparatus to the needs of local citizen-consumers. The material also highlights pioneering efforts through case studies of ICT projects in South Asia
