UNICEF Process for Going to Scale for Integrated Early Childhood DevelopmentSummary1. BUILD COALITIONS AND PARTNERSHIPS
Identify partners and establish coalitions and partnerships at various levels with government structures, non-governmental organisations (NGOs), civil society organisations (CSOs), and private sector actors. 2. LINKAGES AND NETWORKS Secure/establish linkages (horizontal and vertical) among the coalition partners at national, regional, district and sub-district levels, regarding their roles, competencies, and arrangements for reporting and sharing of experiences and information. 3. TRAINING OF DIALOGUE FACILITATORS Together with partners, identify potential facilitators for the different levels of operation and train them in Community Dialogue, steeped in the principles and concepts of Appreciative Inquiry and Triple A methodologies. 4. ESTABLISH DIALOGUE PROCESS IN COMMUNITIES Community level facilitators identify dialogue partners and locations in communities and secure consensus on dialogue process, firming up the expected outcomes, roles and responsibilities and linkages at the household, community, sub-district and district levels. Include roles and procedures for community level data collection and management. 5. CONDUCT COMMUNITY DIALOGUE TO PREPARE COMMUNITY ACTION PLANS FOR cIMCI Community level facilitators collate outcomes of various dialogue forums into community Integrated Management of Childhood Illnesses (cIMCI) plan, based on action areas agreed between rights holders and duty bearers at household and community levels: what they can do by themselves, and where they might need external support. Include community level data management. 6. PREPARE SUB-DISTRICT AND DISTRICT cIMCI PLANS LINKED TO BUDGET AND COMMITMENTS IN COALITIONS Collate community plans into District cIMCI plans that are linked to resource allocations/provisions from various partners and stakeholders in the coalitions. 7. IMPLEMENT, MONITOR AND CONTINUOUSLY ADJUST COMMUNITY ACTION PLANS FOR cIMCI All dialogue cells implement, monitor and adjust their action plans at the various levels, adjusting regularly based on their experiences (achievements and challenges). 8. REVIEW AND RE-PLAN IN STEP WITH PLANNING AND BUDGET CYCLES Each level reviews and systematically processes experiences and lessons into next cycle of planning and budgeting involving all coalition partners.
