I have experience from more than ten years of progressively responsible research, project development, management, evaluation and reporting assignments. This has covered international development projects in Asia, Europe and North America. During the course of 6 years of employment at the Parliamentary Centre* (2003-present) I have performed increasingly responsible roles in the design and coordination of the implementation of international projects and project components. I have substantial experience in the planning and reporting on budget and programme performance, including a sound knowledge of results-based programming and budgeting. I am also experienced in coordinating the work of headquarters and field-based multi-cultural project teams. I have successfully maintained relations with stakeholders including international organizations, senior government officials, parliamentarians, think tanks, academia, non-profit and grass-root organizations. From 2003-2004, I participated in the project team of the Canada-Russia Parliamentary Development Program and from 2004-2008, I lead the implementation of the Accountability Strengthening Program. These projects resulted in the development of a performance audit methodology for Russia’s Supreme Audit Institution and several regional audit institutions and its use in pilot audits focused on the use of public funds to address economic, social and cultural rights areas as medical assistance, social welfare and the protection of health of children and disabled persons. The projects were praised highly by independent evaluations and ranked among Canada’s best technical assistance initiatives in Russia. I have also managed the budget oversight component of the Canada-China Legislative Cooperation Project and I am currently in charge of the Cambodia-Canada Legislative Support Project. These projects have also received very positive evaluations. In leading the implementation of projects I have always strived for continuous improvement of working practices and have paid particular attention to aligning the performance of individual projects and teams to the Organisation’s overall strategy and goals. I also have strong research and analysis skills. I hold graduate degrees in European Studies and International affairs with most of my academic research and my master’s theses focused on issues related to human rights. Also, my work experience at the Department of International Relations Association in Sofia, Bulgaria included the monitoring of political and socio-economic developments, collection and analysis of data, and the preparation of risk analysis papers for the UNDP-based Bulgarian Early Warning System. I am fluent in English, Russian and Bulgarian and I also have excellent knowledge of Spanish. I have positive and effective communication and interpersonal skills, accumulated during over six years of work at various roles in multicultural professional teams ranging from assistant to team leader. *The Parliamentary Centre is a not-for-profit non-partisan organization devoted to improving the effectiveness of representative assemblies around the world. The Centre has implemented projects funded by UN bodies and has signed an MOU with UNDP.
