A specialist in international development with close to 20
years of experience, Joyce Warner is Director of IREX’s Education Programs Division. She has worked extensively in the areas of basic, higher, international, and professional education programs, as well as in the area of non-profit organizational development. In her current position she has developed and provides leadership to a portfolio of $80 million in Department of State, United States Agency for International Development (USAID), and privately supported grants, cooperative agreements, and contracts. She oversees programs working in 60 countries and a team of 80 professional staff, working at IREX offices around the world. As a member of the IREX senior management team, she regularly contributes to strategy and policy development for the organization. An experienced trainer and public speaker, she has led training programs in a number of areas and addressed audiences large and small at the State Department, the World Russia Forum, the Salzburg Seminar, the Woodrow Wilson Center, NAFSA: Association of International Educations, and the American Association for Slavic Studies.
