QUALIFYING EXPERIENCE: Mr. Thomas Rhoden specializes in small business development for rural communities and in business development workshops and trainings. He has six years of international experience and two and a half years of direct on-the-ground experience in this field of international development, living and working with rural and agricultural communities along on the Laos-Thai boarder region. He has been a project manager on three separate US government funded grant proposals for this region, as well as project assistant and consultant for numerous other income generation projects chaired by local community leaders. In these roles he has positively identified rural income generating projects in the Northeast of Thailand and written grant proposals for these projects; consulted grantees on project structure and proper evaluation of them for both financial and social return; facilitated, monitored and evaluated the implementation of these projects; prepared quarterly and annual reports for these projects in Thailand (both in English and Thai); maintained good relationships with all stakeholders (e.g. grantees, partners); and participated in strategy formulation for future projects in this area for both new developers and local community leaders. In his last assignment Mr. Rhoden founded the Community Enterprise Committee (CEC) of Peace Corps Thailand, which still continues to serve as a resource for both development consultants and local Thai counterparts interested in income generation projects by consolidating various businesses related educational materials of different Thai and international agencies working in this field. He utilized the CEC platform and US government funding in the form of US Special Project Assistance to design and implement the first ever small business skills training in Peace Corps Thailand’s 45 year history. Two other projects were successfully awarded US grant money via Tsunami Special Project Assistance, and the US President's Emergency Plan for AIDS Relief (PEPFAR).
