Name: Bikash Kumar Koirala
Organisation: Equal Access Nepal
Role: Monitoring and Evaluation Associate
I have just over eight years experience in monitoring and evaluation (M&E), and community-based research using participatory techniques. Over the past two years I have developed a high level of knowledge and skills in using Ethnographic Action Research (EAR), a participatory approach to evaluating development communication initiatives. In my current position as Monitoring and Evaluation Associate in Equal Access Nepal (EAN) I have sole responsibility for M&E and impact assessment of outreach activities in the mid and far west regions of Nepal. I also play a major role in the Assessing Communication for Social Change (AC4SC) research project, being conducted from 2007 – 2011 by two Australian universities in collaboration with EAN and EA International. My role in this project includes conducting scoping research, gathering and analysing qualitative and quantitative evaluation data, preparing M&E reports, and providing training, mentoring, and support to community researchers to improve their participatory impact assessment activities. My major interest is impact evaluation through embedded, community-based research using EAR, participatory M&E, and participatory tools and techniques. Although it is time consuming and expensive, this form of impact evaluation is helping EAN to gather more useful and rigorous data. It is also helping to set the right path to achieving our project goals, improving our radio programs and outreach activities, and developing more effective theory of change models. My current involvement in impact evaluation is through conducting community-based research and evaluation for EAN and the AC4SC research project. This project aims to strengthen the M&E systems and capacities of EAN and to develop appropriate social change indicators in collaboration with community members and EAN staffs. Participation in this project has helped to build my knowledge, skills and experience in planning and conducting participatory impact evaluations of community-based programs and activities.
