The purpose of this project is to conduct an independent mid-term performance evaluation of USAID/OTI’s Colombia Transforma program. The evaluation will assess the strategic approach, relevance, and contributions of Colombia Transforma toward enhancing Colombia’s ability to implement rapid response following the signing of the historic peace accord with the FARC guerrillas. The final product will be used to inform future USG assistance and OTI programming in Colombia and will be shared with the USAID/Colombia mission, the U.S. Embassy in Bogotá, local stakeholders including the Government Of Colombia, and other interested groups in Washington, DC. The project will take place in Colombia, with an expected period of performance from late December 2017 to late April 2018.
SI is seeking a mid-level evaluation specialist with research and/or evaluation experience in complex political or transition environments, including in the local Colombian context. The expected level of effort is approximately 40 days between late December 2017 to late April 2018, including three to four consecutive weeks of data collection and analysis in Bogotá and the departments of Arauca, Putumayo, and Norte de Santander in Colombia.
The Specialist will report to the Team Leader, who will be responsible for sharing details of expectations. Social Impact will oversee the overall management of the evaluation.
