Pact seeks a gender-based violence (GBV)Technical Director for the proposed USAID-funded project entitled STOP GBV II. The purpose of this project is to strengthen the opportunity for girls and women, boys and men, and members of key populations, to live lives free of GBV and enjoy health-supportive, gender-equitable relationships.
The GBV Technical Director will provide technical leadership to ensure high-quality, evidence-based project strategy and service delivery related to GBV prevention, treatment, and access to justice. The GBV Technical Director will be highly attuned to the contextual causes of GBV (and related issues such as child marriage) in Zambia, as well as the structural barriers preventing effective treatment and access to justice for survivors. The GBV Technical Director will be held accountable for all sub-grantees’ (as applicable) technical performance throughout the life of project, including the realization of technical project deliverables, as well as uniform understanding of definitions of GBV and key project implementation strategies.
• Provide technical leadership during the project’s development of strategies and interventions to improve the quality and responsiveness of GBV prevention, post-abuse care, and access to justice programming.
• Oversee the implementation and monitoring of project activities, providing technical assistance (TA) to project staff and sub-grantees when necessary.
• Provide TA and mentorship to sub-grantees and facilitate technical capacity assessments in efficacious, evidence-based GBV programming among sub-grantees in order to identify gaps, technical capacity limitations, and priority TA needs.
• Facilitate problem solving and action planning among project stakeholders to address critical challenges and barriers to improving GBV prevention and post-abuse service delivery.
• Contribute to program research and learning agendas related to GBV prevention and support the analysis, interpretation, and use of data to inform decision-making and programmatic adjustments.
• Perform any other duties as assigned by the supervisor.
- MPH/MPA/MBA or masters in relevant field.
- Demonstrated leadership and technical and technical skills, with at least 5 years’ experience managing and providing technical leadership on GBV prevention and post-abuse service delivery in Zambia, as well as demonstrated expertise in GBV prevention and post-abuse care, including: prevention (including social norms change and male engagement), survivor services, and access to justice.
- Comprehensive knowledge of the underlying contextual factors contributing to the perpetuation of GBV and barriers to effective post-abuse service delivery (health and legal services), including related socioeconomic, institutional and policy issues at the local and national level.
- Experience working with adolescent and youth populations.
- Experience leading male engagement interventions within the context of a GBV project.
- Demonstrated experience with organizational development.
- Knowledge of monitoring and evaluation systems.
- Community health programming experience.
- Demonstrated experience facilitating GBV interventions with key stakeholders: community leadership structures, CSOs, health and legal service providers, and government entities at all levels.
- Demonstrated knowledge of and experience in SBCC activity design and implementation.
- Strong written and oral communication and interpersonal skills.
- Fluency in written/spoken English.
- Experience with one-stop-centers, helplines, and economic strengthening initiatives (including village savings and loans groups).
- Diplomacy and negotiation skills that demonstrate ability to collaborate and coordinate with a range of stakeholders and complex priorities.
