OverviewThis summary is part of a research project carried out between March and October 2006 in support of the International Institute for Communication and Development (IICD), one of The Communication Initiative (The CI)'s partners. The National Information & Communications Technology (ICT) Policy of Kenya is a product of the Economic Recovery Strategy for Wealth and Employment Creation (2003-2007) and was developed by the Ministry of Information & Communications in January 2006. Based on the Common Market for Eastern and Southern Africa (COMESA) Model adopted by the COMESA Council of Ministers in March 2003, this policy aims to encourage sustained economic growth and poverty reduction, promote social justice and equity, mainstream gender in national development, empower youth and disadvantaged groups, stimulate investment and innovation in ICT, and achieve universal access. In general, this policy addresses market structure, policy objectives and targets, implementation strategies, universal access, and the institutional framework of information technology (IT), broadcasting, telecommunications, radio frequency spectrum, and postal services. Policy ObjectivesFocusing on the IT component of Kenya’s national policy, the wide-ranging policy objectives are as follows: Improve social welfare of the population: improving the quality of teaching and learning, improving healthcare and empowering women, youth, rural communities, people with special needs, and the illiterate and disadvantaged groups. Improve economic welfare of population: creating additional employment, supporting entrepreneurship, promoting sports and tourism, and developing investments and growth in IT hardware, software, internet, training, IT enabled services, telecommunications and electronic commerce, while protecting Kenyan social values, culture and environment. Improve efficiency and quality of public service delivery: helping to combat corruption, provide adequate infrastructure and security for IT sector, and facilitate the development of sectoral IT policies and strategies. StrategiesBelow are specific sectoral strategies to achieve the IT policy objectives: E-Commerce E-Government Services E-Learning Promote the development, sharing and integration of e-learning resources to address the educational needs of primary, secondary and tertiary institutions: facilitate public-private partnerships to mobilise resources in order to support e-learning initiatives, develop integrated e-learning curriculum to support ICT in education and promote distance education and virtual institutions, particularly in higher education and training. Enhance the dissemination of e-learning initiatives: provide affordable infrastructure to facilitate dissemination of knowledge and skill through e-learning platforms, promote the establishment of a national ICT centre of excellence, create awareness of the opportunities offered by ICT as an educational tool to the education sector, exploit e-learning opportunities to offer Kenyan education programmes for export.
