Project Overview
Pact is recruiting a Youth Advisor for an upcoming USAID-funded program in Sri Lanka, Civil Society Organization Program. The program will strengthen civil society organizations’ (CSOs) technical capacity, financial sustainability, and ability to constructively engage the public and the government as a key driver of reform in Sri Lanka. This program will seek to build cooperation among CSOs, including between Colombo and provincial- and local-level CSOs and authorities, and expand CSO partnerships and consultative processes with the Government of Sri Lanka to improve the civil society enabling environment and secure space for civil society engagement on policy reforms.

Position Purpose
The Youth Advisor is responsible for ensuring that youth issues are mainstreamed across project activities, including training materials, M&E, operations, policies and procedures, and design activities that target youth. The Youth Advisor will also be responsible for participating in stakeholder forums and steering committees that affect youth in particular. This position is contingent upon award.
 
The Youth Advisor will report to the Deputy Chief of Party.
 
Key Responsibilities

  • Integrate youth across all program activities.
  • Ensure youth programming is relevant to the local context.
  • Facilitate youth trainings with program staff and stakeholders.
  • Design and conduct youth analysis with key findings and actionable recommendations.
  • Review and provide input into project work plans, paying special attention to youth components of technical activities and operations.
  • Discuss youth issues and priorities with senior management and other technical staff.
  • Incorporate youth considerations into project M&E plan, designing indicators that will drive high-quality activities.
  • Perform other duties as needed.

Basic Requirements

  • Master’s in a relevant field, such as sociology, anthropology, or economics.
  • At least 5 years of experience integrating youth components into programs that are not youth-focused, preferably in South Asia.
  • Experience designing and conducting youth analyses.
  • Experience designing and facilitating trainings on youth issues and youth integration techniques.
  • Ability to sustain interpersonal and professional relationships with internal colleagues and contacts in donor and peer organizations.
  • Creative problem-solving skills.
  • Demonstrated ability to manage and oversee multiple complex tasks simultaneously.
  • Fluency in English.

 
Preferred Qualifications

  • Experience in M&E, with a particular focus on developing effective youth indicators and data collection considerations.

Fluency in Sinhalese and/or Tamil.
