Department Overview

Pact exists to help create a world where people can exercise their voice, build their own solutions, and take ownership of their future. The Integrated Program Advancement (IPA) team contributes to this by:

  • Learning, leveraging, and thought leadership for Pact’s core technical areas 
  • Ensuring quality programming through technical support and monitoring
  • Contributing to innovative program design, monitoring and evaluation  

Position Purpose

The VP for IPA leads the technical team and ensures that results-based support is provided across the organization and the scope of Pact’s technical expertise is strengthened, expanded, and integrated across sectors. The VP coordinates a team of 18 – 20 headquarters staff who , in turn, provide technical input into Pact’s projects at the proposal and implementation stages; lead and adapt technical approaches in step with the broader development environment; and disseminate Pact’s high quality technical expertise and innovations to a variety of internal and external audiences. The VP ensures that IPA aligns with Pact’s mission, vision, strategy and values.

Key Responsibilities

Learning, leveraging, and thought leadership for enhanced program quality

  • Lead for technical excellence at Pact, especially for the integrated approach to development
  • Provide intellectual leadership to Pact by staying abreast of trends and research findings and ensuring that they are disseminated to country offices and relevant communities of practice
  • Represent Pact in relevant forums and working with field offices to increase their visibility in global, regional, and local events
  • Support the IPA teams to manage robust internal communities of practice for continuous learning across field offices as well as across all levels of Pact headquarters
  • Coordinate a diverse and dispersed team of technical specialists   

Ensuring high quality programming

  • Contribute to new project startup directly and in-directly (by IPA team members)
  • Harmonize quality technical support to ongoing projects
  • Provide short-term technical assistance in country as requested.

Contributing to innovative monitoring, evaluation, research and learning design  

  •  Collaborate with the new business team to ensure that IPA is central to the new business development process, from pre-positioning, to leading on technical design, and making sure that proposals are technically sound and capitalize upon Pact’s worldwide knowledge base
  • Network with donors and potential partners  on up-coming funding opportunities
  • Participate in the conceptualization, preparation and review of high quality proposals

Basic Requirements

  • Advanced degree plus at least 15 years’ professional experience in international development
  • At least five years of development program implementation in low resource settings with a variety of multi-lateral and bilateral donors
  • Ability to establish and sustain interpersonal and professional relationships with Pact HQ staff and country offices, in donor organizations, and in peer organizations
  • Knowledge of  international development programming that includes a variety of donors’ policies, procedures, or regulations
  • In-depth knowledge of the approaches and trends for at least one of Pact’s impact and approach areas and familiarity with a broad array of development sectors
  • Demonstrated English-language writing and analytical skills, as well as proficiency in at least one foreign language
  • Successful history of technical team management and thought leadership
  • Ability to travel frequently, approximately 25% time
  • Ability to perform and prioritize multiple tasks under high pressure

Preferred Qualifications

  • Experience with integrated programming (across multiple sectors)
  • In-depth knowledge of a markets and business approach to global development
  • Proficiency in two or more foreign languages
  • Demonstrated capability in strategic visioning, planning and agency representation
