Title of Consultancy: Facilitation of C4D Trainings

- 1. Background and Context
Despite progress on child survival, mostly attributed to rapid expansion of basic public health services such as immunization and increased access to safe drinking water, nearly 6.9 million children died before the age of 5 years globally in 2011, approximately 43% of these deaths were among newborns. These newborn deaths amounted to 3 million deaths worldwide. The greatest share of newborn deaths is caused by preterm birth complications and complications during birth. The timing of maternal and perinatal deaths is clustered during birth and in the first subsequent week, the risk of neonatal death being highest in the first two days after delivery. Three- quarters of newborn deaths happen in the first week after delivery and two-thirds of these occur in the first 24 hours. Most of the 3 million newborn deaths occurring each year in the first four weeks of life take place in developing countries and most of these deaths occur at home. The greatest numbers and mortality rates occurred in sub-Saharan Africa and South Asia. Newborn mortality is increasingly important because the proportion of under-five deaths that occur during the neonatal period is increasing as under-five mortality declines.
Pneumonia, diarrhea, poor maternal health and newborn care practices continue to be the main killers of children worldwide; growing evidence shows that strategic health communication can influence maternal, newborn and child (MNCH) health behaviors and change health-related social norms. Communication strategies to increase knowledge, change attitudes, behaviors, and norms at the individual, social and community levels are essential to decreasing the risk and incidence of, and mortality due to easily preventable MNCH challenges, and to empowering communities, families and individuals to play a more active role in long-term health outcomes.
In the region most programs are delivered with a very little engagement of communities which normally have no voice on the choice of the theme, or on the activities, resulting in “token participation” which quickly vanishes when the program closes.
When done well, participatory-community based approaches are a powerful strategy to achieve sustained results. Effective approaches consist in accompanying communities in a participatory programming cycle where they conduct a participatory analysis, identify causes of problems, devise local solutions, implement and monitor them, using monitoring results to engage in a dialogue with service providers and local administrators. Facilitating CBA requires specific capacities from the part of the implementing organization. However, local capacities to facilitate a community are often very weak, with implementing organization rarely mastering all steps of a participatory programming cycle. To tackle this bottleneck WCARO C4D section has designed a Community Based Approaches manual. WCARO intends to hire two consultants to work in tandem to deliver the training, facilitate a CBA plan for sustainability, and recommend changes to the manual and one consultant to conduct a training on C4D principles which will include the facilitation of plan for sustainability.
In this context, the UNICEF West and Central Africa Regional Office based in Dakar, Senegal, is looking for a qualified francophone consultant to support Country Offices for the training on Community Based approaches (CBA) and C4D principles.

CBA Training in Benin, Chad and Cote d’Ivoire
Under the supervision of the WCARO C4D Program Specialist, the incumbent will support country offices in the provision of CBA training on the basis of WCARO CBA Training Manual. This includes:
- Preparation: 4 days (2 home based and 2 on the field)
- Delivery of training: 6 days (field based)
- Debriefing with partners and management: 1 day (field based)
- Writing report including suggestions for CBA manual: 2 days (home based)
This corresponds to 13 days (9 field based and 4 home based) per country, which equals to 39 working days for the 3 Countries
Total of working days: 39 days (27 field based and 12 home based)
C4D induction training in Togo
Under the supervision of the WCARO C4D Program Specialist, the incumbent will support Togo country office Togo in the provision of C4D induction training on the basis of WCARO C4D Training Manual. The training will be held in French or in English depending on the requesting country. This includes:
- Preparation: (2 days-home based)
- Preparatory work with counterpart and UNICEF: (2 days-field based)
- Training (5 days-field based)
- Debriefing with partners and management (1 day-field based)
- Final report (1 day-home based)
Total working days: 11 (3 home based)

CBA Training in Benin, Chad and Cote d’Ivoire
By the end of the training, participants will improve their capacity (KSAs) to implement community programs that effectively and systematically apply the steps of a CBA. Specifically, participants will:
Output Level Objectives:
- Demonstrate understanding of CBA steps
- Commit to listening and establishing respect and trust with communities they serve
- Practice using tools related to each CBA step
- Experience and practice facilitation using a dialogue-based approach
Outcome Level Objectives:
These results will in turn, contribute towards family and community capacities to take decisions, implement actions and adopt norms and behaviors that improve the health, education and protection of children and their mothers.
C4D induction training in Togo
By the end of the training, participants will improve their capacity (KSAs) to implement community programs that effectively and systematically apply the principles of C4D programming. Specifically, participants will:

- Demonstrate understanding of C4D’s underlying change theories and models
- Commit to strengthen C4D to accelerate achievement of program results, equity and sustainability
- Apply C4D concepts and knowledge effectively, in practical, real-life ways
- Evaluate facilitation, learning and change using a dialogue-based approach
Outcome Level Objectives
After the five-day workshop, participants are expected to:
- Ensure quality standards for C4D interventions in their Country Office or work context
- Reinforce C4D in their programs
- Allocate adequate resources and attention towards C4D

Management, Organization and Timeframe

Dates of missions will be fixed with the COs in the preparatory phase of the mission. The indicative periods are:
- CBA Training in Benin: June
- CBA Training in Chad: July
- CBA Training in Cote d’Ivoire: June
- C4D induction training in Togo: August
Delivery dates:
- Final report of the CBA Training in Cote d’Ivoire: June 15th
- Final report of the CBA Training in Benin: June 30st
- Final report of the CBA Training in Chad: July 31st
- Final report of the C4D induction training in Togo: August 31st
Supervisor and frequency of performance reviews:
For each mission: phone briefing with supervisor and CO, feedback to CO proposition for the mission agenda and for the mission ToR, one call with supervisor at midterm of the mission, debriefing call with supervisor post mission. Submission of draft report five working days before payment date
DURATION OF CONTRACT: Start Date: June 2015 End Date: March 31th 2017
50 days (30% home based, 70% field based) to be completed between June 2016 and March 31th 2017
Qualifications and Specialized Knowledge/experience required
Education: Advanced university degree in the social/behavioral sciences (Sociology, Anthropology, Psychology, community-based development) with emphasis on participatory communication, adult learning, communication planning, social mobilization, participatory research, and training and impact evaluation of communication interventions.
Work Experience: Ten years progressively responsible work experience in the planning and management of social development programs, including six years in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programs, and in the development of training materials, training of trainers and facilitation of learning activities and workshops. A work experience in the Human-rights based and equity approach programming applied to community participation would be an asset.
Critical Competencies:
- Knowledge of current developments in the fields of communication theory, adult learning theory, indigenous media, community organization and participation.
- Training in strategic communication planning, behavior analysis, formative research and evaluation of communication interventions.
- Proven skills in communication and facilitation.
- Demonstrated experience in communication/social mobilization for child survival.
- Ability to express clearly and concisely ideas and concepts in written and oral form.
- Computer skills, including internet navigation, and various office applications.
- Knowledge and work experience in the social, political and economic environment of West and Central Africa.
- Previous work experience with UNICEF is an asset.
Languages: Fluency in English and French required.
