Africa Scout Radio - Sub-Saharan AfricaRegionGlobal, Africa Programme SummaryIn early 2002, the World Scout Bureau, Africa Regional Office began a project to promote scouting by reaching out to African young people via the radio. The overall goal of Africa Scout Radio is to foster better scouting opportunities for more young Africans by increasing the number of member associations in the region, as well as the number of Scouts in each national Scout association. A special focus of the radio programmes is segments of the population that scouting has not yet reached, like those in difficult geographical locations, street children and slum dwellers, and persons with disabilities. Additional goals of the effort include training scout leaders in radio production and promoting youth programme development. Communication StrategiesA key strategy of the project is the use of volunteers, who are engaged right from the start - from concept development to writing of scripts and recording at the studio. Young "Rover Scouts" prepare and broadcast the programmes. A Christian radio station currently facilitates production of the programmes at cost. This has made it possible to produce and plan for at least the first 24 programmes. However, the use of this radio station is not guaranteed, as production of the station's programmes takes priority. Commercial/private radio stations are unwilling to air programmes free of charge, so organisers have asked scout associations to approach national and community radio stations for free airtime. Professional marketing, public relations, and profile building may be pursued. Development IssuesYouth. Key Points60% of the population in Africa is below 25 years of age. However, only around 1% of this population is in active scouting, due to lack of resources, infrastructure, and the possibility to communicate effectively to spread the word about scouting in the region. This is especially true in rural areas, where most of the population lives. In Africa, radio reaches an estimated 90% of the population. The Africa Scout Region chose this medium to make scouting available to more young Africans. The World Scout Bureau, Africa Regional Office oversees Scouting activities in 35 member countries, and 11 potential member countries. There nearly 1 million scouts in Sub-Saharan Africa. The office is based in Nairobi, Kenya with Operations Centres in Dakar, Senegal and in Cape Town, South Africa. As of this writing, 18 programmes have been produced and a total of 48 programmes were scheduled for production by the end of 2002. Africa Scout Radio has been recognised by the World Organisation of the Scout Movement as a "Promising Practice" in Africa. Future plans include:
