Information on "HIV and Criminal Law: Prevention or Punishment?" (Thursday July 22 2010, from 11:00-12:30, in Global Village Session Room 2) - exploring issues around HIV and overregulation....Requesting your response and ideas...

Speakers including E. Romanyak and P. Aksenov - both from the Russian Federation - will explore HIV criminalisation as one of the most powerful engines for stigma and discrimination. The debate will be based on specific problem blocks/questions, including: areas of life affected by HIV criminalisation; the definition of HIV infection criminalisation; specific acts subject to criminalisation; the influence on access to quality prevention, treatment, and care; the role of mass media; and related counselling and service delivery for people living with HIV. The debate will be preceded with some background information and an overview of legal practices.
