SuRF comprises two divisions; a for-profit consulting division and a non-profit NGO division. SuRF has been in existence since December 1997, with offices and affiliate-offices in Pakistan and overseas.

SuRF's consulting division specialises in providing technical assistance in the form of design consulting inputs, running turn-key projects, and as evaluation specialists in almost all areas of health, population, and nutrition, including sexual and reproductive health, HIV and AIDS, communication for behaviour and social change, and specialised use of communications in civil service, public financial management, transparency, and accountability reforms.
