The International Training and Education Center on HIV (I-TECH) is a global network that supports the development of a skilled health work force and well-organized national health delivery systems in order to provide effective prevention, care, and treatment of infectious disease in the developing world. We have 410 staff members worldwide working from 8 field offices in partnership with approximately 100 non-governmental organizations, and support capacity development in more than a dozen countries.

 

CPMs help build the capacity of I-TECH country projects to become independent and sustaining and to meet I-TECH program standards. CPMs are the primary links between leadership in the country offices and the UW headquarters, and the success of each discrete country project depends upon this communication being effective. In addition, CPMs support the broader work of I-TECH by applying skills and experiences to the development of I-TECH's interdependent network of country projects.  

 

Project Management and Administration:  

 

 

  • Promote the implementation and use of I-TECH's Program Standards and Global Operations Manual at the country project level.
  • Convene and facilitate HQ-based country team meetings with representatives from Operations, Quality Improvement, Clinical, and Health Communications Teams to coordinate technical assistance and monitor country project progress in achieving network standards.
  • Serve as a liaison linking headquarters strategic planning with short and long-range strategic planning conducted by country offices.
  • Lead annual development of the Country Operations Plans (COPS) and country project workplans, and/or assure that plans are rational, strategic, responsive to country needs, and reflective of I-TECH’s core areas of expertise.
  • Provide administrative oversight HQ-based subcontracts and vendor agreements, while in-country staff and consultants play the lead role in implementing or overseeing programmatic components of the work.  For HQ-based agreements, recruit, manage purchasing of services, evaluate, and discharge contractors in collaboration with the country office.
  • Assure that all contracts (MOUs, vendor agreements, subcontracts, etc.) developed in country are recorded and filed at HQ.
  • Serve as the liaison with UW Attorney General’s Office to facilitate host country registration process to assure I-TECH’s status as a legal entity. Monitor progress toward achieving registration benchmarks.
  • Support the development of in-country infrastructure (physical facilities via real estate contracts; mechanisms for in-country staff hiring and payroll; security procedures; lease/purchase of vehicles; IT system and procedures; etc.). Serve as the liaison with HQ Operations Team, coordinating their support for these processes.  Monitor progress against benchmarks.
  • Ensure I-TECH country office complies with UW policies and procedures. Facilitate technical assistance on policy development for in-country office policies.
  • Collaborate with the Health Communication Team (HCT) to advance country project scope of work for curricula, and training and promotional materials development.
  • Collaborate with Clinical Team to identify in-country technical assistance needs, assure response to these needs, and to link country project with network-wide clinical initiatives.
  • Collaborate with Quality Improvement (QI) Team to plan and implement QI activities with respect to country project.

 

Budget Management:  

 

 

  • Develop annual country project budget and/or support capacity of country office to lead budgeting process.  Develop project cost estimates for HQ work components and work with in-country staff to link HQ components with country-level budget components, in a unified country project budget.
  • Develop grant award budgets for external viewing by funders, using templates for external Country Operational Plan (COP) budgets.
  • Ensure compliance with all HQ and federal partner budget rules, and with funders’ financial reporting requirements.
  • Develop activity budgets for other funding streams. Provide guidance, mentoring, and support as requested to country office in developing budget proposals for local funding sources.
  • Assist in establishing local fiscal mechanism and monitoring funds managed locally (e.g. through field advance or other mechanism) for adherence to annual program budget and for compliance with funder requirements.
  • Assist in budget oversight for all funds spent by or passing through HQ.  Regularly code expenditures using country-specific activity codes, to assist in sub-budget management.
  • Assist in preparation and monitoring of internal budget reports (e.g. budget projections, burn rates, monthly budget reports by activity code). Collaborate with the country office to prepare quarterly and ad hoc budgetary reports for stakeholders. 

 

Human Resources:  

 

 

  • Recruit, hire, evaluate, and discharge consultants to help meet project needs identified by the country office. Develop and monitor HQ-based consulting agreements including well-defined scope of work, deliverables, and compensation terms.
  • Coordinate with the Clinical Team to recruit, hire, and monitor clinical consultants. 
  • Lead recruitment and hiring for UW-hired staff positions, and develop job descriptions and screening tools.  Oversee the negotiation of relocation benefits.
  • Coordinate Seattle-based orientation for country staff and UW-hired staff and consultants.
  • Participate in the hiring of a country director and other key in-country management staff, at the direction of I-TECH HQ-based management.
  • Assist in development and oversight of contract with in-country human resources firm as mechanism for in-country human resources management.
  • Participate in hiring, monitoring, and evaluating performance of other local staff, as needed.

 

Monitoring & Evaluation, Quality Improvement, Reporting:  

 

 

  • Assist in the development of country project logic models and monitoring and evaluation plans, as needed.
  • In collaboration with the country office, develop, track and report on project progress, output, and outcome indicators.
  • Liaise between the country office and the Quality Improvement Team to meet country-specific QI technical assistance needs.
  • Assure completion of reports to funders, and lead HQ-based reporting to HRSA on the country project. Support country office to complete reports submitted in-country (e.g. CDC reports, other local donors), as needed.

 

Communication and Other Duties:  

 

 

  • Develop conference abstracts and presentations on specific country project scope and achievements, as needed.
  • Represent I-TECH country project in meetings with external organizations, as needed.
  • Other duties as assigned. 

 

 
Qualifications Required:

 

 

  • Master's degree in Public Health, Health Administration, or related field and Five years of related work experience, with at least two of these years related to work in limited-resource settings, may be substituted for minimum education requirement with at least two years in a leadership role in complex, multi-faceted project
  • Fluency in English (reading, writing, speaking)
  • Knowledge of issues faced by developing countries with high HIV prevalence
  • Commitment to building personal and organizational capacity
  • Demonstrated ability to communicate between colleagues with a variety of cultural backgrounds, in a respectful and diplomatic manner
  • Demonstrated ability to enhance effective professionals partnerships
  • Ability to travel and work (up to 20%) in a limited-resource environment
  • Strong initiative, ability to develop and carry out work plans, and demonstrated skills for solving problems independently
  • Experience working in team settings, preferably in an international capacity
  • Strong organizational, electronic file management, and computer skills including MS Office, Power Point, Excel and Access
  • Successful public presentation skills 

 

 
Qualifications Desired:

 

 

  • Three years of experience with work related to limited-resource settings
  • Capacity building and/or health worker training experience in limited-resource settings

This is a full-time position is based at the I-TECH offices in Seattle.  The CPM2 job requires up to 20% travel to countries with inadequate public health and safety infrastructure.  Travelers must be prepared to follow the UW and US government recommended precautions and prophylaxis for disease. Participation in telephone conference calls several times per week during the early morning and late evening are required to accommodate the time zones of the countries where I-TECH works.
