Condom Commandos is a 24-minute documentary film, produced by the Agency for Co-operation and Research in Development (ACORD), which follows the implementation of "Stepping Stones", a methodology which is used in a wide number of African countries to communicate behaviour change messages around gender equality, prevention of HIV and AIDS, and related issues.


The documentary was shot in Angola with members of the Angolan Armed Forces, as well as the surrounding "at risk" community. It is designed to be used as an advocacy and sensitisation tool for issues concerning gender equality, behaviour change, and culture in relation to HIV and AIDS. The film shows Stepping Stones in action in the army and, in parallel, with women from the village adjacent to the barracks. On-screen, local women confront soldiers about their behaviour, and the impact on the community of 5,000 troops who are stationed far from home and who are careless about the health risks related to the buying of sex from impoverished local women and girls. The documentary shows how Doctor Andre Chimuco leads his troops to talk frankly about sex and how he changes their ideas about women, power, and safer sexual behaviour.
