Overall Responsibilities
The Director of International Project Development works closely with the Vice President of Business Resource Development (BRD) to (1) explore, analyze and position MSH for ongoing and new business opportunities and meet annual and multi-year financial objectives. 2) lead the development of proposals, including collaboration with technical experts and cooperating partners on the development of conceptual frameworks and approaches for project design; and 3) develop and build business development skills of BRD staff and staff from technical centers.
In collaboration with MSH leadership, position identifies, leads, and develops business development opportunities to support and further MSH’s strategic objectives. Position identifies and tracks strategic funding opportunities within MSH’s technical and geographic portfolio; in collaboration with Centers and Offices, develops and implements intelligence gathering and positioning strategies to strengthen MSH’s stature, credibility, and likelihood of anticipated funding; oversees identification of proposal development team; oversees development of proposal ensuring strong technical strategy, client needs are addressed, deadlines, internal review, and MSH standards are met while delivering an effective and cost efficient product. Position contributes to organizational strategic decision making about business development opportunities and maintaining strategic partnerships with other technical agencies.
Specific Responsibilities
- Explore, analyze and position MSH for ongoing and new business opportunities.
- In collaboration with MSH leadership, contribute to annual and multi-year business development strategies to leverage MSH capability, perceived opportunities, and contribute to significant financial growth across the organization.
- Within MSH’s target technical and geographic portfolios, work collaboratively with designated BRD, Center, and field staff to develop and implement intelligence gathering and positioning strategies to strengthen MSH stature, credibility, and likelihood of anticipating funding.
- Consider potential opportunities and prepare analysis for bid recommendations including internal and external resource needs.
- Participate in field-based business development activities and preparations for new and follow-on projects, including review of internal and external evaluations of projects.
- Assist the Director of BRD to establish new institutional partnerships and manage existing ones.
- Lead the development of proposals:
a. Oversee the entire proposal development process through final award for large, complex multi-million dollar proposals.
b. Ensure responsiveness to request for proposal and maintain coherence and consistence of win themes throughout the proposal.
c. Approve, oversee and maintain, in collaboration with the Development Associates, adherence to proposal budgets, production schedules and quality standards for proposals.
d. Oversee the selection of proposal team members, organizational partners, and proposed staff.
e. Establish strong relationships with subcontractors and key personnel. Serve as primary negotiator with partners on scopes of work for the project and contributions to the proposal development process.
f. Coordinate closely with Cost Proposal Unit staff to develop best-value cost strategies and ensure unified strategy in both technical and cost proposals.
g. Coordinate closely with Human Resource Management (HRM) Staff, Center Directors and Director of BRD to identify and oversee recruitment efforts to meet staffing priorities.
h. Work closely with technical staff to develop conceptual frameworks and strategies for the technical proposals that demonstrate MSH’s capability to implement the proposed project.
i. Participate in proposal writing as needed.
j. Develop and build business development skills of BRD staff and staff from technical centers
k. Assist the BRD Director to develop, apply and maintain mechanisms for coordination, support and collaboration with Center Directors to ensure availability of technical expertise to support new projects and cross-fertilize project implementation experiences into new proposal development
l. Mentor Development Associates to build business development and proposal writing skills.
8. Foster, build and maintain MSH staff capacity in development of new or expanded business opportunities for MSH.
9. Work with HRM to ensure maintenance of an active reservoir of MSH-wide technical expertise to ensure that technical strategies and conceptual frameworks are validated by and reflect the most up-to-date field experiences.
10. Other duties and special projects as assigned.
Qualifications
- Master’s degree with significant experience in public health, health care management, international development, or public policy.
- Demonstrated field leadership in strategic program and project development, implementation, and evaluation.
- Excellent interpersonal skills with demonstrated ability to lead teams and work collaboratively across different groups within an international organization.
- Significant leadership experience in developing successful technical proposals to USG agencies.
- Excellent research, data analysis/synthesis, and presentation skills.
- Demonstrated good judgment and ability to handle multiple tasks simultaneously and set priorities.
- Excellent written and verbal communication skills.
- Fluency in spoken and written English required. Fluency in spoken and written Spanish, French or Portuguese highly desirable.
- Ability to travel internationally and domestically 30-40% time.
