Humanitarian Pandemic Preparedness (H2P) Initiative

Region

Africa

Programme Summary

Several United States (US)-based organisations are working to develop a communication-centred, community-based pandemic preparedness planning initiative in Africa. Collaborators in this effort, which was launched in early 2008, include the International Federation of Red Cross and Red Crescent Societies (IFRC), CORE Group, AI.COMM, and InterAction - with funding from the United States Agency for International Development (USAID). They will work to:

  • support the development of influenza pandemic preparedness plans and protocols of the humanitarian sector in the areas of health, food security, and livelihoods;
  • strengthen the in-country capacities of staff and volunteers of humanitarian and civil society organisations to (CSOs) carry out these plans and protocols; and
  • ensure functional coordination between global, national, district, and community level stakeholders, including the United Nations (UN) system, in preparedness and response of the humanitarian sector.

Communication Strategies

The Humanitarian Pandemic Preparedness (H2P) Initiative draws on an international partnership designed to equip local (African) organisations to work together to raise public awareness about, and implement plans to prevent and offset, a possible avian influenza pandemic. Specifically, IFRC is providing technical and financial support to 187 national Red Cross and Red Crescent societies - as well as to a number of non-governmental organisations (NGOs) - to implement pandemic preparedness activities. Similarly, CORE Group is providing technical support to NGOs, and, in some countries, additional support to pilot activities in the initial districts.

Behaviour change communication (BCC) and research are other core programme strategies. Along with the development of communication materials, AI.COMM (which is managed by the Academy for Educational Development, or AED), will conduct formative research. InterAction plans to map the programmatic capacities of partner private voluntary organisations (PVOs) and international PVOs (IPVOs) that can be mobilised for disaster response.
