international and national health resources e.g. WHO are always given priority to act in many ways.

First of all, it is not clear poll question. As it starts with the Avian influenza and question is about pandemic influenza. They are two different topics. However, if talk about pandemics then I would chose anser 2 as I did

First, public information campaigns is ineffective because the media is very selective in whom they think needs to hear the information.

School based education also is selective in the individuals receiving the information. 

Public debates are a joke.

Personal contact with farmers and agricultural extension workers is more personal and the information is given to those who are directly involved with the situation.

Personal contact with farmers and agricultural extension workers because they are the front line in preventing Avian Influenza.

Because bird-to-bird transmission involves migratory birds, the poultry industry, and small-scale flocks, it is more challenging to address economic loss, correct management at all stages of the industry, and reduce of tranmission in endemic areas.

Dealing with vast populations of each in terms of either destruction / quarantine, communications, and treatments - quite a challenge
