  2. Promotes analysis of mechanisms, to identify appropriate points for measurement
  3. Participatory approaches promote good/better practice
  4. Promotes documentation
    • for advocacy
    • for fund raising

Dangers
  1. Casual models are under development and sometimes hotly contested
  2. Available indicators can drive programming
  3. 'Quantiphrenia' can drive indicator selection and programming
  4. Resources devoted, or diverted, to evaluation - how much is enough?
  5. Large investment needed in capacity building for monitoring and evaluation.
