Published in 2002 and reprinted in 2007, this guide presents advice, tools, exercises, resources and real-world examples aimed at promoting citizen participation. The authors explore both theoretical questions of citizenship and empowerment and the practical steps required to build citizen-centred advocacy within the existing political framework. While holistic in its approach, the book is designed so that each section can stand on its own as needed to help address an organisation’s particular circumstances.

The guide is broken into three sections that follow the chronological stages of of advocacy programmes, from understanding the issues, to planning for advocacy and finally to action.
