This 73-page handbook seeks to be a resource for Inter-American Development Bank (IDB) project officers working in communication. This handbook offers guidelines to help Project Officers incorporate communication programmes in projects as well as make decisions about communication components in IDB projects. It is intended to be used for training and consultation.

The handbook is described as providing a set of considerations that can be applied to a variety of areas, loan programmes and technical cooperation. It seeks to assist non-specialists incorporate communications aspects into the work they carry out in technical areas (social, environment, finance and infrastructure, modernization of state and civil society).
