This paper seeks to determine the degree to which policy outcomes match policy objectives and to begin to quantify the success of policy and regulatory reform in terms of the performance of the ICT sector. This paper aims to provide a baseline assessment of the ICT sector in South Africa that can be built on annually, and to provide the basis for the comparative and longitudinal studiesrequired for appropriate policy formulation and effective regulation.

The authours intend in future to do fuller examinations of all policy objective areas, especially empowerment and consumer protection. Other than the shareholding in major licences such as third cellular licence there have not been many empowerment opportunities and where they have occurred they have seldom included women, who are specifically mentioned with regards to equity in the law.
