Summary

This publication is part of The PHR Primer Series, a reference to orient policymakers and stakeholders to the terminology, concepts, and results of health reform so to partici-pate effectively in policy dialogue and decision-making. The Primer covers the strategic uses of communications on all levels of a health system to engage stakeholders and to help achieve the multiple objectives of health sector reform initiatives. A framework indicates how a multi-faceted and adequately funded communications strategy can support advocacy, policy development, capacity-building and health worker motivation, consumer information, social marketing, and health promotion in complementary and reinforcing ways.
