Civil society participants in the seminar felt better transparency and social control could come from an Internet Governance Council which:
- is constituted equitably by members appointed by government, the private sector and the third sector;
- autonomously defines its internal governance and alternates the presidency among sectors;
- chooses representatives of the third and the private sectors through open electoral processes;
- establishes permanent dialogue fora among representatives and their constituencies in the three sectors;
- guarantees the principles of transparency and consultation in its activities;
- promotes interactive mechanisms with society, like public consultations, hearings etc;
- uses income generated by the Council exclusively for the promotion of its principles and execution of its mission;
- has full control over a non-profit organisation formally constituted for implementing its policies through a professional body.
