Managing the Internet in Brazil (4): Recommendations from Civil Society

Civil society participants in the seminar felt better transparency and social control could come from an Internet Governance Council which:

  • is constituted equitably by members appointed by government, the private sector and the third sector;
  • autonomously defines its internal governance and alternates the presidency among sectors;
  • chooses representatives of the third and the private sectors through open electoral processes;
  • establishes permanent dialogue fora among representatives and their constituencies in the three sectors;
  • guarantees the principles of transparency and consultation in its activities;
  • promotes interactive mechanisms with society, like public consultations, hearings etc;
  • uses income generated by the Council exclusively for the promotion of its principles and execution of its mission;
  • has full control over a non-profit organisation formally constituted for implementing its policies through a professional body.
