OverviewThis summary is part of a research project carried out between March and October 2006 in support of the International Institute for Communication and Development (IICD), one of The Communication Initiative (The CI)'s partners. As part of the USSR until 1991, Uzbekistan's healthcare system was under strict centralised control. At independence, however, it was obvious that the country's healthcare and other government systems would need to undergo a drastic reorganisation. This was seen as a particular challenge in Uzbekistan due to significant geographic disparities between its urban and rural populations, rendering the provision and quality control of country-wide healthcare difficult. The proposed National Integrated Information Healthcare System (NIIHS) for Uzbekistan is intended to provide the information and communication technology (ICT) foundation for the country's healthcare system, leading to better delivery of health services by addressing such needs as rapid detection and reliable reporting and documentation of the spread of disease, vaccination process monitoring, medical expertise in rural areas, and a centralised database of medical histories. Policy ObjectivesThe NIIHS for Uzbekistan aims to ensure that the provision and delivery of healthcare is safe (based on accurate patient information), effective (based on the most up-to-date medical knowledge), patient-centred (respectful of patient needs and values), timely (avoids harmful delays), efficient (avoids waste of limited resources), and equitable (provides care regardless of personal characteristics or geographic location). StrategiesThe NIIHS consists of two parts: the Healthcare Integrated Platform (HIP) acts as the communication and integration infrastructure, while the External Healthcare Provisioning Applications and Systems provide an interface for stakeholders. Healthcare Integrated Platform (HIP) Electronic Healthcare Record Management System (EHR) Electronic Population Register (EPR) Health Resource Register (HRR) Terminology Service NIIHS Portal Service Integration Component Used together, these components will allow for cost-effective information management, free exchange of data, and optimal healthcare service delivery.
