AT2K aims to make local populations aware of internet technology (IT) and to provide basic information technology and internet training to students of selected universities. It also aims to assist African enterprises in defining their ICT needs. The programme also works to provide students with easier access to information and IT.
Face-to-face, interpersonal training sessions are used to build capacity to use new technology. During, the pilot stage of AT2K, which was concluded in Dakar, Senegal, in April 2002, 272 students participated in IT and internet training sessions. Twelve companies from varying sectors (construction, commerce, and IT) participated in AT2K seminars. Participating companies received web page templates at the end of the sessions. As part of this process, a computer room with 20 internet-linked PCs was set up.

The project was launched after numerous requests for assistance in tackling the chronic lack of IT in African schools and universities. Afrique Tandem implements the project with the support of French and African enterprises.
