Privatization Project - Haiti

Programme Summary


Haiti was in need of winning public acceptance and "ownership" of programs for privatization and modernization of public enterprises. The project aimed to de-politicize privatization, with wider public acceptance, allow for privatization's to occur with minimum uproar. A need was seen for government sensitivity to pubic and stakeholder concerns, and to provide an ongoing two-way dialogue between government and civil society.

Communication Strategies



Policy of transparency established, all major actions were published, communications specialist was hired for modernization of public enterprises, forum created for dialogue with civil society, public education with publications and videos. Consistent messages embedded into announcements, opinion research was performed.

Haiti was faced with persistent economic and social crisis, political instability and institutional weakness, and politicization of privatization as a symbol for opposition.
