The WHO Outbreak Communication Guidelines were developed, as stated above, "based on a review of successes and failures of outbreak communication."

That review, drafted by WHO risk communication adviser Jody Lanard, M.D., was then debated and subsequently endorsed by Ministry of Health and WHO officials from all regions, at an expert consultation meeting in Singapore, 2004.
