It clearly highlights challenges Uganda faces in improving healthcare. Its a useful article which should be developed by the author to give it more depth.

However author seems not to address the issue of access to healthcare from a human rights based perspective as was the purpose of the article. The author gives statistics and challenges but these are not linked to human rights.
