SENIOR COMMUNICATIONS ADVISOR, ISAF HQ Afghanistan
Effectively serve as Public Affairs Senior Communications Advisor culturally-astute and culturally-attuned communication and public affairs advisement to HQ ISAF, the Commanding General and U.S. Forces (USFOR-A) leadership, Government of the Independent Republic of Afghanistan (GIRoA) officials and Afghan third party advocates and Command Content Manager to include some social media responsibilities. In an advisory role, provide public affairs and administrative guidance to support Strategic Communication (SC) planning and to build internal and external communication capacity. Engage target audiences daily involving USFOR-A and HQ ISAF Public Affairs messaging and event updates. In addition, provide development and execution of training plans to develop critical communication and administrative skill sets. To accomplish these tasks. Interact on a regular basis with USFOR-A DCOS COMM divisions’, ISAF HQ directorates, other PA units, and Ministerial Advisors.
Establish sustainable communication operations that:
- Develops and implements communications plans
- Executes crisis communication efforts
- Conducts regular media engagements
- Produces the full array of public affairs print and video products
- Supports leadership media engagements
- Coordinates internal and external messaging
- Liaise with Information Operations Strategic Targeting and influence
Advise executes-level leaders on ways to better align media reporting and public perception and proactively engage opinion-shapers from media to key leaders, in order to bring these attributes of the information landscape into alignment.
Liaise with counterparts from the U.S. and contributing nation Embassies, United States Agency for International Development (USAID), United Nation Assistance Mission Afghanistan (UNAMA), the North Atlantic Treaty Organization (NATO), Senior Civilian Representatives (SCR) and all other external governmental agencies, as well as similar personnel from the GIRoA and Afghan media outlets.
Develop relationships with senior to mid-level Afghan officials in the Afghan government within the Ministry of Interior (MOI) and/or the Ministry of Defense (MoD) officials.
Knowledge, skills and abilities cover 17+ years of experience working as a media or communications advisor and military analyst to the U. S. military, a Member of Congress, a senior private executive, a leader of a governmental or non-governmental agency, various Embassy officials and or an equivalent level of responsibility for strategic media campaign planning and execution and crisis communication execution.
Demonstrate foreign affairs officer expertise working closely with lead representatives of contributing countries and other NATO partners. Closely work in an Afghan and international media environment. Provide over 120 advising hours per week.
