Planning, Monitoring and Evaluation For Complex International Development Programmes

This Seventh Edition of the Summer School on Planning Monitoring and Evaluation for complex International Development Programs is a cutting-edge course that addresses the challenges posed to planning, monitoring and evaluation (PM&E) in development situations where multiple, interacting actors and factors create many options for intervening, measuring and learning. The program covers recent developments in PM&E techniques and practices that have proved effective in complex development situations where both interventions and results may shift or need to be revised over the life of a programme. Methods that will be covered include:
- Outcome mapping
- Utilization-focused approach
- Outcome harvesting
- Developmental evaluation
The 6-day intensive course presents practical steps, examples and participatory exercises in applying PM&E methods to strengthen management for development results, with special attention to situations where there is uncertainty about the causal relationships linking inputs, activities and outputs with the outcomes and impacts of development interventions. The course is delivered in English and open to applicants of any country and background. The course will give 3 University Credits (according to the European Credit Transfer System). Participants will be formally enrolled at the University of Bologna International Summer School Programme.
- Pier Giorgio Ardeni, professor of development economics at University of Bologna, policy advisor, expert in poverty reduction programs and statistical development.
- Terry Smutylo, advisor, Director of Evaluation at IDRC for 15 years, an expert on M&E and Outcome Mapping with extensive experience in M&E Training.
- Ricardo Wilson-Grau, monitoring and evaluation advisor, organizational development consultant, with extensive experience evaluating the outcomes of international social change networks and funding agencies.
